PWSC Minutes 1-24-07
Minutes
Public Ways Safety Committee
Bolton, Massachusetts
January 24, 2007

Members present: Barbara Bing, Leslie Breeze, Mary Ciummo, Don Cole, Deborah Kellett, Cia Ochsenbein, and Dan Senie
Others present: Rob Hagopian, Alice Coggeshall

Meeting called to order at 7:10 p.m.

Minutes from the previous meeting were approved.   We decided to add a list at bottom of minutes as a reminder of  action items/assignments for the susequent meeting.

Account with money for sidewalks: Don found an old email referring to this account. It will be forwarded to Linda Day.

Century Mill/SoBolton intersection:  Memo with drawing was sent to Selectmen and originator Andrew Keane. Dan and others will attend next BoS mtg where selectmen will also review our memo about fog line request.

Meeting with advisory: Dan has requested time to discuss permanent budget allocation for some of our long-standing recommendations: (1) traffic and sidewalk reengineering or consultant fees relating to same; (2)  fog lines; (3) sidewalk maintenance/improvements. Meeting is scheduled on Feb 6.

Policies and procedures:  We discussed documenting some of our procedures more formally so we have some consistency in content and timing of handling similar agenda items. Examples of this are: citizen requests, and establishing designated member as communicator with outside contacts.  Email procedures discussed but since rules about this are not limited to our committee, not necessary other than to follow open meeting law guidelines.

John Jesensky email request:  An email forwarded from dpw complaining about placement of painted stop line at Harvard and Green rd intersection. We agreed with Mr Jesensky that stop line is too far to right here, which makes the imagined center line hard to determine. This situation occurs in other intersections in town that also have roads with a  “wider mouth”.  Stop lines at wide intersections should be increased proportionately to be visable for both right- and  left-turning traffic as well as straight ahead traffic. We decided to add this to new procedure list (see above #4).

Manor/Harvard intersection:  After weeks of discussion on the viability of changing Manor to be one-way southbound, we have not reached a formal recommendation but wish to have a wider hearing on this issue. Dan will approach Selectmen to see if this topic can be an additional item discussed at next or future BoS meeting.

The meeting was adjourned at 8:30 p.m.
Next meeting Feb 14.

Action items for next meeting:

Dan (and Leslie?) will attend the BoS meeting Feb 1.
Deb will collect existing policies for first draft of policy document.
Barbara will create first draft of “Handling citizens’ requests” policy
Cia will create first draft of “Wide mouth intersection recommendations”
Dan will attend Advisory mtg Feb 6 with items for annual budgetary inclusion.
